June 5, 2014: Announcement of the Selection of AAHRPP’s Proposal

On June 5, 2014, the University of Minnesota announced that it had hired the Association for the Accreditation of Human Research Protection Programs to “logistically manage the inquiry process.” An organization that “accredits” research protection programs, AAHRPP had first accredited the University of Minnesota in 2004 and reaccredited its research protection program in 2007 and 2010. The three individuals hired to conduct the review were identified as Dr. Melissa Frumin, Joan Rachlin, and Dr. Jeremy Sugarman. According to the press release announcing AAHRPP’s selection, “AAHRPP submitted the strongest proposal and found the best outside experts from across the country to conduct the inquiry.” “AAHRPP,” the announcement stated, “will play no role in the substantive analysis, decision-making, conclusions or recommendations of the team. AAHRPP’s application for the contract was posted online with the press release.
