Stealing and Selling Donated Malaria Drugs

Associated Press reports that an internal investigation by the Global Fund to Fight AIDS, Tuberculosis and Malaria has found that millions–and possibly hundreds of millions–of donated malaria drugs have been stolen from warehouses in Cambodia, Malawi, Togo, Tanzania, Sierra Leone, and Swaziland and shipped to other nations for resale.  The investigation indicates that “in about 70 percent of cases, the drugs were stolen at government-operated warehouses by security personnel, warehouse managers and doctors.”  The scale of the thefts suggested organized criminal activity.  “The cases show”, the internal investigation states, “that drug misappropriations are well-organized and predominantly planned by insiders using falsified documents.”  The Global Fund is continuing to investigate allegations of theft and resale of malaria drugs in numerous countries.  Earlier this year, the Global Fund’s Inspector General reported finding “grave misuse” of grants in Djibouti, Mali, Mauritania, and Zambia.
