Change and Continuity: Organ Transplants in China

According to Reuters, China is considering establishing financial incentives for organ donation.  Possible incentives include offering tax rebates, health insurance, and college tuition for family members of donors.  China is also considering reducing funeral costs for deceased organ donors.  Later this year, China will move to a system of allowing individuals to register as organ donors when they apply for driving licenses.  These policies are intended to provide a response to the widening gap between the number of individuals needing transplants in China and the number of organs available for transplantation.  Reuters reports that executed prisoners continue to serve as a major source of organs in China.
